The Michigan Unemployment Insurance Agency (UIA) is transitioning to a new tax and benefits system called MiUI, which will replace the Michigan Online Account Manager (MiWAM). MiUI is being presented in two parts, with Tax functions are now activeand Benefit activities planned for this summer.
The next three issues of MiUI Minute will feature a series of articles on the Quarterly Earnings Report on MiUI. In this edition of MiUI Minutes, we provide information on the file formats available for importing payroll report files into MiUI. As a reminder there are different ways to submit quarterly earnings reports in MiUI: including filing, manual input, copying the previous quarter, no work and salary report. This post covers how to upload files. Future posts will cover other filing options.
Income Statement Filing Forms
All past and future quarterly earnings reports must be submitted to MiUI. The first earnings report for the 2026 quarter is due on Monday, April 27.
When submitting quarterly income statements using the MiUI filing system, only the following four formats are accepted: MiUI Delimited, ICESA, EFW2, or XML. The MiWAM file format (Form 1028) will no longer be accepted and employers and TPAs will need to update existing processes to produce acceptable file formats.
On the MiUI University Quarterly Salary Report Review page, you can learn more about file format specifications and check your salary file format using the Salary Report File Verification Tool. It is recommended that you use the tool to check the structure of your file before uploading your salary report to MiUI.
Note: Do not enter real employer information or personal data during the test.

Based on recent discussions with TPAs and Employers, here is a reminder based on common mistakes when submitting the MiUI Delimited income report form.
MiUI Delimited salary report format: Be sure to include commas (,) for any blank fields in your employer’s record. For example, if there is no second line in the email address, add a comma instead.
Example Address:

The correct version of MiUI Delimited:
“1000 MAIN ST,,CHELSEA,MI,48818,,”
Example of an Address with a second address line:

Keep an eye on the Go Green options for notifications related to Benefits
During the transition from MiWAM to MiUI, the Go Green/electronic option for Benefit-related notices was disabled in MiWAM, and some employers may receive paper-based Benefits notices.
We are actively exploring ways to restore electronic delivery during this interim period; if a fix isn’t possible, paper delivery will continue until MiUI R2 for Benefits goes live later this summer, when Benefits post options will be available in MiUI. Tax-related notices sent via MiUI are not affected – employers and third party administrators (TPAs) will continue to receive Tax communications based on their delivery preferences.
